On one of my single shots, the full length of the barrel is exactly 24". But it is chambered 3" for a 12 gauge shell. So is it considered a 24" or 21" barrel? Thanks.

Some have the length and choke imprinted on them. Have you checked closely?

Only the length of the shell to be used is indicated. Maybe I should have worded it differently - is the length of the chambered shell area included or excluded in determining the overall barrel length?

IMO the length of the shell shouldn't be included in the equation. The barrel length is the barrel length. Here, a firearm has to be registered and one of the required pieces of information you have to submit is the barrel length measured from the front of the breach to the end of the barrel. The length of the cartridge you use doesn't matter.
